In practice, no - you still end up needing to manage your solution. Microsoft takes away issues with server management, but they add issues with design and scale. For example, SQL Azure's federation capability lets you put large databases in Azure, but there's minimal management tools to do it, so it takes more administration time. Nimesh – in theory, yes. I think that should be factor in as well. I guess, companies may not be required to pay to SQL Azure DBAs as much as they are paying Production SQL server DBAs because of the lesser responsibilities.
